Nicotine boosters
Current European regulations limit e-liquids containing nicotine to 10 ml bottles. A practical alternative is the shortfill format: large bottles, usually 60 ml, delivered without nicotine and designed to be supplemented with boosters.
Why boosters?
European regulations (TPD2) prohibit the sale of bottles over 10 ml containing nicotine. That's why manufacturers have come up with the perfect trick: offering large formats that are nicotine-free, but slightly overdosed with flavorings. Then add a 10 ml booster containing 20 mg/ml nicotine, and your liquid is ready to vape!
The role of boosters
A booster is nothing more than a 10 ml neutral PG/VG base, dosed at 20 mg/ml nicotine, without any flavoring.
By mixing them with your large-format e-liquid, you can easily adjust your nicotine level.
Examples of blends:

50 ml base + 1 booster (10 ml at 20 mg/ml) → 60 ml at 3 mg/ml

40 ml base + 2 boosters (10 ml at 20 mg/ml each) → 60 ml at 6 mg/ml

20 ml base + 1 booster (10 ml at 20 mg/ml) → 30 ml at 6 mg/ml
